Getting a driving licence in Malaysia is not one exam. It is a sequence of five gates spread over roughly two months of waiting and two years of probation, and the people who get through it cheaply are the ones who understood the sequence before they paid a deposit.
Here is the whole route, in order, with the fees each stage carries and the points where people lose money.
The route from zero to full lesen
The process runs through a JPJ-registered driving institute. You cannot self-study and walk into a JPJ office.
- Register with a JPJ-registered driving institute. Class D or DA for cars, Class B2 or B for motorcycles. Car eligibility starts at 17; motorcycle classes such as B2 start at 16.
- Sit the KPP theory course. A mandatory five-hour classroom session covering road signs, traffic rules and safe driving.
- Pass the KPP01 computerised theory test at JPJ.
- Collect your Lesen Memandu Percubaan L — the learner's licence — which lets you practise with an instructor.
- Complete practical training, then sit the JPJ practical road test.
- Receive your P licence, valid for two years.
- Convert to a Competent Driving Licence (CDL) at the end of probation.
Nothing in that list can be skipped or reordered.
What the KPP01 theory test actually looks like
This is the stage people underestimate, because it is a computer test and computer tests feel easy until you sit one in Bahasa Malaysia at 9am.
The format depends on which classes you register for. For a car-only application, published figures put the test at 50 multiple-choice questions with a 45-minute limit and a pass mark of 42 out of 50. The combined motorcycle-and-car version, KPP Gabungan, is listed at 70 questions over 1 hour 15 minutes, requiring 56 correct.
Either way, the pass threshold sits above 80 per cent. That is not a test you clear by intuition.
The syllabus covers road signs, traffic rules and the KEJARA demerit points system. There is also an Ishihara colour vision check as part of the process. Free question banks exist online, and working through a few hundred practice questions is the single cheapest thing you can do for your overall bill.

Fees move, and they vary by institute, so treat these as the shape of the cost rather than a quote.

The package is where the range lives. What is bundled differs sharply between institutes: number of practical hours, whether the pre-test is included, whether a retest is covered, whether the licence processing fee is separate. Two quotes that look RM600 apart often are not, once you count the hours.
Ask three questions before you sign anything: how many practical hours are included, what a failed road test costs to retake, and whether the JPJ fees are inside or outside the quoted price.

L to P to CDL — the two-year probation
Pass the road test and you receive a Lesen Memandu Percubaan — the P licence — valid for two years. The P plate is not decorative; it signals probationary status and you accumulate KEJARA demerit points against it.
The conversion to a full CDL used to mean a counter visit. Since February 2025 it can be done through the MyJPJ app: log in, choose the CDL application menu, select the renewal period, pick a payment mode and pay online.
Two timing traps sit here, and both cost real money.
Applications to convert are only accepted within a window shortly before the P licence expires, and converting inside that narrow window can result in a CDL valid for only one year rather than the longer period you might expect. Separately, a P licence cannot simply be renewed once the two years mature — the holder must convert to a CDL within one year, or start facing a heavier process.

Mistakes that cost people time and money
Paying the full package upfront to the cheapest institute. The savings usually reappear as chargeable extra practical hours before the road test.
Booking the theory test before doing the practice questions. A retake is not expensive on its own, but it pushes your entire timeline back by weeks in busy districts.
Letting the L licence lapse. The learner's licence has a validity period. If it expires before you sit the road test, you are re-entering the process at an earlier stage.
